Nope, prolly not legal.  Two reasons.  1. Wouldn't make it pass the 1/2" 
penetration rule past the bars on a helm.  2. Would break up when 
hitting the grill and could possible enter the eyes.  Frozen water in 
the eyes a bad thing.  Now would it be fun to have a snowball fight in 
the middle of some melees.  Oh hell yeah.  Most likely need to ask those 
crazy Finns in Drachenwald their thoughts.  They deal with it all the 
time.
