[Ansteorra] Non-Member Surcharge vs. Member Discount

A point of clarification: we can do this. Branches can charge these fees.
Only the $5 required to go towards NMS has to go to Corporate. The rest
stays with the branch. Other kingdoms charge more than the Corporate
required NMS and keep the difference.
