In this case, is there a reason to have a membership?

I understand the sentiment behind what you are saying, and I think it 
breaks down into two questions.
1. Are the services the corporation provides worth the cost.

2. How should the money to cover those costs be gathered.

One thought, make memberships free (maybe a dollar or two to cover the 
transaction paperwork).  Make subscriptions to newsletters separate.  
Charge a flat surcharge to all adults at gate, member or not.  It makes 
membership almost a non issue.  If you're active and going to the 
events, then a part of that site fee covers the costs of the corporation.
