[Northkeep] children's weapons

greetings northkeep!

my husband is in the process of making weapons for our nine year old and he
is making them in proportion of our son's size. is this the right way to do
it? also, will he (our son) be able to participate in the children's tourney
at castellan? he has a blue card but not a yellow one.
