It's a bit more of an expensive solution, but I heartily recommend
buying a Bamix handheld blender (the Swissline is
. The chopping blade in the wet/dry mill will grind a nutmeg to powder
with no problems (so I doubt fenugreek will be a chore), also the mill
container is polycarbonate so that after a clean in hot soapy water it
doesn't retain any scent, taste or stain from the spices. Quite apart
from all that, it's a fantastic bit of kit especially if your kitchens
so small (like mine) you can't afford the space for a big food
processor. I've never regretted buying mine.

I found one Indian reference to soak the seeds before grinding. I have
only ever used them whole, and haven't tried it.  They are legumes and
make tasty sprouts and greens, so it seems reasonable.
