In this, I think both are correct.  Many people have an idea for a device, 
and that's good.  Also, many people think they know what heraldic art is, 
but are mistaken.  The job of the consulting herald (and few of us do this 
well) is to help people design devices that are heraldicly correct, while 
teaching them about heraldic art and not picking on them for not knowing 
everything.

IMHO, if the person *really* does not want to do medieval heraldry, the 
consulting herald should remind them that they can make banners and paint 
shields with anything they want. I've even seen cartoon character banners 
at SCA events.  Just don't call it heraldry, and don't try to get the CoA 
to call it heraldry.
