     You are correct.  An injustice has probably been committed here.  As a
former Royal Chamberlain, I will tell you what I have told many people who
have brought this sort of thing to my attention.  The King and Queen give
out the awards, but they only know what they are told by their people.  If
you see someone who is deserving, tell the Crown.  Any subject may recommend
someone for an award.  You have the power to help right this wrong, so take
up the standard and make your mark.
