As far as I am concerned, the response is an emphatic YES!!!!!!

Many times the group that a person is from takes that person for granted, 
or that group may have too much internal politics and infighting to 
recognize the worth of someone who is not in the current "in" crowd.

YES<YES<YES< 

If you see someone who *you* feel deserves recognition, then DO something 
about it.
