Andrew,
I've been in the SCA for 18 years (far longer that either Their Majesties or
Their Highnesses). I've heard a lot of bardic performances. That does not
make me an expert in anything other than knowing what I like.
If the intent of a competition is merely to judge "what sounds best," then all
you need is judges with a reasonably good ear. If, however, the intent is to
judge each piece as a reproduction of period styles, forms, and techniques,
then one must have judges with expertise in period styles, forms, and
techniques.
This is equally true for the static arts.
