The original message claimed that even w/o the NMS we would be 25K over
expenses at the end of FY 1996. While this does not meet the 6 mo oerating
reservere the NMS would only add ~40k more (the figure quoted for that
reserve was 500K I believe). We are "short" but are we short enough to
constitute this continuing tax on new people? Especially when the NMS was
constituted as an emergency measure?

Beurocratic organizations such as the board, upon finding a source of
revenue, are loathe to reliquish it. What really scares me is the decision
to continue the policy if not suitable alternatives are found rather than
requiring an affirmative act to continue it. IT sounds very much like a new
fixture of the society for now and the future.

I was curious what otrher methods were ocnsidered for raising the revenue
besides this and why they were deemed unfeasable.
