AoA's are not automatic. People have to reccommend others for them.
Usually it takes several people to reccommend someone for an award for
that person to get it.

If you know that several people did reccommend a person for the award those
reccommendations may not have gotten to the right people (the crown and the
sable scroll) in time. This crown is being a stickler for people to get
their reccommendations in at a minimum of two weeks ahead of time so they
can verify and consider the worthiness of the individuals to recieve such 
an award. 

Sometimes people can get lost in such diligence.
