A Question About "the Situation"

I am glad that many of the bad feelings generated by the premature
announcement of the new Kingdom Senechal have been soothed.  I do not believe
that there has been, at any time, a conspiracy to deprive the populace of
this Kingdom of information concerning the mess as we now know it.

I do, however, have some questions concerning the initial cause of it all:
 the status of the office of the Kingdom Senechal.  The announcement that
Baron Artorius was to succeed Baroness Maire in that vitally important office
was made at Crown back in April.  It is now three months later and there is
still no signed warrant for His Excellency (or anyone else, for that matter)
placing the joys and burdens of office upon his shoulders.  Who is
responsible for signing the warrant and forwarding it to the Board of
Directors for concurrence?  Is it the "lame-duck" Kingdom Senechal's task or
does that responsibility belong to the Crown?
