The problem is that the original person only included a section of
Kingdom Law, and then made a statement regarding another section of
Kingdom Law.

The section original quoted is in regard to abdication or disqualification
of "prospective Sovereigns"s. I *assume* this means Crown Prince/Princess.

The section mentioned and that Viscount Galen is talking about is actually
written such as he interpreted.

V. Provision for the Absence of the Sovereign and/or Consort.
D. In the event there is no Sovereign, the Consort shall assume the
   duties, rights, and responsibilities of the Sovereign upon investing
   a new qualified Consort and shall serve out the remainder of the
   reign. In this event, however, the Kingdom Earl Marshall shall
   supervise the fighting on the field.

As I see it, Outlands has their laws written such that if the Crown
Prince/Princess are unable to continue, the list is refought. Once on
the thrown, the Sovereign or Consort must choose a new Consort. (If they
don't they only have powers of Regent, which means no Laws and no
awards.)
