This has been a current topic of discussion on the SCA equestrian List.
I just wanted to know what the populace of Ansteorra thought about it.

I realize that not ever member of the Chiv. can own or even take the
time
to learn to ride a horse. But a good working knowledge of the care,
training, and use of the horse should be a requirement for any one
wishing
to become a member of the Chiv.

A good example of this is the Boy Scouts "Horse Lovers" merit badge. Or
take the knowledge test for becoming an Equestrian Marshal In Training
(EQIT). This way members of the Chiv. can say that they earned their
spurs.
