Ballista Spears

OK, so it's coming down to golf tube javelins as ballista ammo.

The question: Are golf tubes cardboard or plastic? I thought they were
cardboard but all the sporting good stores I call say they only have the
plastic kind.

And what diameter should they be? What's the best/legal way to head them?

Please hurry! Estrella's only a couple weeks off ...
