small shires and colleges (Awards Policy)

Anyone who knows our college, Gnomon Vale, will know this is true, we
are small. Membership becomes important in that we need all for
officers! Anyone holding an office locally or kingdomwise must hold a
membership. This tends to be a huge reason for membership cards here.
