Nope. They mean SELLING, or more to the point, RE-SELLING. Remember, 
that is governed by state laws and (thankfully) not every state has 
Texas' bible belt laws about booze. 

In particular, if a group (in a state where it is legal to do so)
sells or distributes booze they take on liability for the actions of
those who drink too much, just like a bartender. If you haven't
noticed, a lot of bartenders have been getting sued of late and THAT
is what has the SCA concerned. It's about money.
