Well, *I* don't, and I'm fairly literate.  What do you see as the
difference, Galen?  My officemates suggest that an obligation
is internal and an requiement is external (You can require me to
do something, but only I can put myself under an obligation).
I don't agree: I am required to work on the SID program, which means
I have an obligation (and not to myself) to work on it.
