Actually, the restriction is in Corpora (II.B).   I don't know
why it's repeated in kingdom law, except perhaps to keep it there
in case Corpora were changed.

As well, it's hard enough to get court report forms from big events.
There's hardly any chance that such an award would get reported
to the clerk of the precedence and recorded in the order of precedence,
and the oldest motto of the College of Arms is "non scriptum non est"
(if it's not in writing, it doesn't exist).
