I have the suspicion that the current (med. weight leather) rule was put in place as much for comfort of the men hitting them as for the ladies in question (that particular area of the anatomy being dear to many of our hearts <grin>). 

Being primarily a pole and spear fighter, I wear heavy plastic chest armor. Having been hit hard enough to lay my considerable bulk out flat several times (especially at wars), I'd ADVISE others to armor the sternum area (as indeed, both HRM and Sir Karl have also advised). However I see no reason to make it mandatory, unless there is a history of actual or near injury from fighting without it (which I haven't heard of), and no reason to make our lady fighters wear it. Although the thought of hitting tender flesh makes ME twitchy, that's MY problem, not the ladies.
