And tolerance of the wishes of the people who OWN the site. Remember,
they are not required to rent these sites to us.

It is not only site owners who are imposing bans on alcohol. It is
also increasing government regulations and also those concerned with
the ease with which minors seem to get their hands on alcohol. There
are unfortunately too many (and ONE would be too many)people out there
who feel that giving alcohol to someone, especially teens is somehow
indoctrinating them.

their will upon groups such as ours.  

Once again, so? It is their site. They can impose whatever rules they
wish. Also, I think you perhaps overestimate the resources these
places have. Take a good look at some of these boy scout camps we use.
How many lack the funds to even repair their roads?
