To be precise (whom, me?), Corpora sez:

(5) Royalty may grant armigerous awards to subjects of other
realms only if all the following conditions apply:

(a) The service or achievements being recognized must have
taken place in the realm of the conferring royalty.

(b) The conferring royalty must comply with all consultation
provisions and other restrictions in the law of its realm.

(c) The conferring royalty must obtain prior written consent
from the Crown of the realm of the recipient. (See also
VI.A.3.b.3.)

(d) For patent orders, the Crown of the realm of the
recipient must likewise comply with any consultation
provisions and other restrictions in its own law.


I noticed that the last Caolontir principal herald had an
Illinois address.  That surprised me, so I asked.  She
(Thyri was her name, I think) lived just across the border
in far southern Illinois, but played in Three Rivers (St.
Louis, MO), and wanted to be considered Calontiri.  The
Middle and Calontir have a treaty, re-signed each reign.
Calontir lists those people who live in Calontir but who say
that want to be considered Middies, and the Crown of
Calontir acknowledges them to be Middle subjects.
Symmetrically, the Middle lists people living there who say
they want to be Calontiris, and declares them to be
Calontir's subjects.  Thyri was on the latter list.  I think
this was intended to qualify as "prior written consent" per
Corpora above.
