I was apparently misinformed on the land ownership issue but the fact as
you state above remains. No one wants to pour money into a site they may
never go to. I think the better thing to do is build a good rapor with
the landowners of the existing sites and search heavily for even better
ones.  Let the owners worry about the land upkeep, taxes and such.
The STones of Ravensfort is a great site primitive site. It also happens
to be a cow pasture.  The owner  doesnt seem to mind us having the
occasional event there as long as we do not harrass the livestock or
trash the place.  I am sure that he gets a cut of the site fees, though
how much I am uncertain. We have many standing privies, a permament
listfield, a kitchen/tavern, plenty of camping and parking space. It
helps that the current and former barons are the owners neighbors. 
Ravensfort have regular work weekends where they go and clear the land
and straighten up the place. I think it is a great arrangement and
everyone seems to benefit, 
Well this cold has my head full of lead cannonballs, so I am off to
bed...
