Crossbow quarrels must meet all the same construction standards as war 
arrows.  Heads must be a minimum of 1-and-1/4" in diameter, there must be 
a minimum of 1" of padding on the tip, there must be a stop plate on the 
end of the shaft that is strong enough to keep a broken shaft from 
punching through the padding.  If the stop plate is wood, it must be at 
least 1/4" thick.  There can be no metal anywhere.

Check with the chronicler in Bjornsborg; I e-mailed him some articles 
with specs on how to make war arrows.  You just make them shorter for 
crossbows.  Broken war arrows are very often resurrected for crossbows.

not ALL the rules; back issues of the Black Star will contain updates and 
changes to these basic rules.

I got some info from e-mail off the net in Bry Gwlad:  At GW there will 
be three classes of archers.  All must meet the minimum heavy weapons 
armor standards.  Those with white diamonds on their helmets cannot be 
struck with any hand-help weapon; they must consider themselves dead if 
any enemy gets within 10 feet.  Those without diamonds but also without 
secondary weapons may be struck, but only lightly; they should follow the 
10-foot rule.  Those without diamonds and with secondary weapons take 
their chances on being clobbered just as if they were any other heavy 
fighter.
