Groups are required to show activity.  This usually is monitored by the
events they hold, because that is what people from outside the area
see.  But it doesn't have to be that way.  Many smaller groups show
their activity by the number of demos they hold, guild/activity meetings
etc. All that is really required (unless things have changed) is that
there is a way for those responsible to see that the group is healthy,
functional, and still needed.
