I'd write them a nice letter (snail mail) and keep a copy in my own
files, plus send a copy to the BBB.

Although it was more expensive merchandise (computers), my father has
dealt some with state agencies and similar merchandise problems. 
Apparently our (Tx's) current attorney general is Strict with businesses
about delivery of promised products.  Even out-of-state businesses are
subject to Tx law when they deal with citizens of Tx.  The threat may be
enough, you may not have to involve any authorities; try informing them
that the attn. general of Texas says...whatever it is he says. I'm not
sure what the exact law is, but if they can't give you the exact
merchandise you paid for they must either refund your money completely
or replace said merchandise with other merchandise of an equal or
*greater* value.
