Pug's statement of current law was "if the Kingdom gives
*any* funds for a Kingdom event, the Kingdom gets 50% of the
profits.".

Leaving aside a really contrived problem, consider a group
that doesn't know the law and asks to put up most of the
money but needs some kingdom funds, and doesn't realize the
problem coming.

Real solution: the Crown can change law for the duration of
their reign.  If there are special circumstances, the local
group should negotiate with the kingdom seneschal and the
kingdom treasurer, and get the Crown on-board when everyone
agrees.
