AoAs are definitely given to youth who do what age-biased folks would
call adult-level A&S and service. I wonder if the folk of your area
defeated themselves before they started. It could be that someone
mistakenly believed you wouldn't get an AoA because you aren't old
enough, therefore they didn't send in a recommendation.

It's also a problem, in general, getting proper recognition for folks in
smaller, isolated groups.

I wish you success in your future, and hope the present doesn't bring
you too much frustration.
