in partial summation:

- due to being unable to loacte soem critical information, someone asked why it 
couldn't be published electronically in parallel with the printed version

- privacy concerns were brought up

- someone (self) thought it was a good idea for dispersement of late changes and 
online archival

- someone countered that not everyone had electronic access so it was not equitable 
to only post electronically (they missed the origional post where it was suggested it be 
a parallel process)

now seems destined for a "us" (electronic) vs."them" (non access) track ...
