ANST - Warlord 25 Mystery - anyone??

I'm still a bit confused about this past Warlord being Warlord 25.
The site booklet and site tokens show that Warlord began in May 1973
and was won by Richard of Montroyal. It also states that it's the
"oldest continuous tournament in Ansteorra".
If it began in '73 and was held every year (continuous), that would
make the '98 Warlord the 26th Warlord (see below).
The site booklet listed 24 previous Warlords (as if the 25th hadn't
been chosen yet). If we start with 1973 and start assigning years and
counting warlords, it should look like this:

Year Warlord # Warlord
----- --------- ----------------------------------------
1973 1 Richard of Montroyal
1974 2 Torgatai Blackwolf
1975 3 Sean MacFlamm of Ravenswaard
1976 4 Amra of Acre
1977 5 Simonn of Amber Isle
1978 6 Jonathan of DeLaufyson
1979 7 Freyna Geardson
1980 8 Jonathan of DeLaufyson II
1981 9 Thorkel Magnusson
1982 10 Charles Inman MacMoore
1983 11 Hrothgar of Farley
1984 12 Gerard MacEanruig
1985 13 Hector Phillip Martel
1986 14 Sutan Bloodaxe
1987 15 Charles Inman MacMoore II
1988 16 Burke Kyrill MacDonald
1989 17 Charles Inman MacMoore III
1990 18 Gerard MacEanruig II
1991 19 Gunthar Jonsson
1992 20 William Meisko
1993 21 Mikael of Monmouthshire
1994 22 Earl Rorick Galsbraith
1995 23 Burke Kyrill MacDonald II
1996 24 Timo Kranidious
1997 25 Ingve of Yorvik
1998 26 ???

The bottom of the list doesn't seem to line-up quite right. Ingve
should be Warlord 26, Timo should be Warlord 25, and so on. Either
somebody's missing from the list or Warlord skipped some year along the
way. Does anybody know which?
The site booklet is titled "Steppes Warlord 25th Anniversary". That
sounds right. ie. The 25th anniversary of the first Warlord. But the
term Warlord 25 would not be correct. The 25th Anniversary is the 26th
event. (Just like the 1st anniversary of an event is the 2nd occurance
of the event, the 2nd anniversery is the 3rd event, and so on).
Somebody suggested that because the 1973 Warlord was just a May Day
Tourney, it didn't count as a warlord. Then Richard of Montroyal
shouldn't be listed on the list of past Warlords and there's still
somebody missing. Or he won again in '74 and is "properly" on the list.
Is this just one of those non-sensical decisions made by somebody who
couldn't count along the way? And now that's the way it is and we're
always going to be off by one? "What's this next Warlord? Don't know,
lost count... OK, let's just call the next one 10 and count from there".
Even if the event is labeled wrong there should still be 26 Warlords.
Who's missing?
