Not so!  At least in Ansteorra!  Since I began playing, I have been to 
events where TB's gave out awards, and events where CB's gave out
awards ON BEHALF OF THE CROWN....
The ruling you've quoted has to do with giving something equivalent to
our Dreigau Bryn.  This award may be given the the TB's WITHOUT any
consultation with the Crown, and indeed is signed by the TB's, NOT the 
Crown!  All awards above our local non-armigerous awards, and our DB,
must be submitted to the Crown for their approval, and the Crown's signatures
are on those scrolls.....
Funny this should turn up now!
