Mostly folks never see any recommendation letters.  About the only time I've
seen it happen is when said letter is an illumated scroll with bunches of
signatures on it.  Such works of art and support really do deserve to be
seen.

I do not think potential recipient's should get to see or even know about
letters sent on their behalf, unless the author of the letter wishes to
inform them.  I've seen too many people become dispirited after "hearing"
they were put in for an award, but for one reason or another they did not
get it.
Afterwards is a different matter.
