whether they're in effect or not, they are a good idea and should be 
mandated for the safety of those using them (on devices above a 
reasonable height) and to protect the SCA from anyone who might be 
accidentially injured in their use and then resort to litigation ... adding them, 
epecially when not required to do so, would show reasonable attention to 
safety in a inherently and potentially unsafe environment (from the eyes of 
litigators and judges) and would go a long way to mitigate / inavlidate any 
liability claims.

in a war scenario these simple things go a long way to protect individuals 
who are sept up in the chaos and have their attention diverted elsewhere ..
