Such rules are being discussed; there's been a bit of traffic about them 
on the 'siege' mailing list.  The draft does include provisions about 
safety standards for devices that are supposed to carry people, and 
handrail requirements are in there.  However, the last I remember 
reading, the rules are not yet officially adopted.  They're still being 
reviewed by the various kingdom Earl Marshals.  Whether or not they'll 
be in effect in time to have bearing on the Gulf War is anybody's guess.
