Are fiberglass shafts now legal for crossbow bolts?

I believe a good reason to use 5/16 shafts instead of 1/4 would be
because the heads you are using were sized for the bigger shaft
diameter. I think that would be safer than trying to use tubing or
tape to increase the shaft diameter. What do the rules say about
this?
