    Unless the person has actually broken a law, then any actions taken against them by a person in office in the SCA is an act which makes the Society legally responsible.

    With regards to your examples, if an adult propositions a child, that is against the law, and goes outside the bounds of any decent, moral or ethical society.  It is also punishable in mundane court; which is exactly where that sort of person should be handled.  However, since it is an action which violates mundane law, then it is covered by Society-wide rules, and should not be left up to the arbitrary powers of anyone other than the legal representatives a the BOD.  Threatening someone with physical harm is also a violation of mundane law, and making threats to harm someone is an act punishable in mundane courts.  So, again, it is covered by Society-wide rules, and should be a matter for the BOD.

    On the other hand, I would like to say this about threats:  I have seen Crowns, Knights and other "in the right group" members of the Society physically threaten people more times than I can remember over the past 27 years.  Not once was the person ever banished for it if they were members of the right group.  Which is why I said that there have to be rules which are equal across the board.  Not arbitrary by reign, Kingdom, etc.
