Perhaps the focus should be something more basic?  Like, employees have an
agreement in honor with their employers that the time and/or efforts (like
flex time for those who have that agreement) they're being paid for is to
further the employers' interests.  Such amenities as computer access are
provided to further that arrangement.  

In honor, then, like a telephone, they should be used only sparingly for
necessities and personal matters when "on company time".  If one prefers
other arrangements with the employer, one should have the strength of
character and honor to simply ask for or about them, and then abide by them
in honor.  There's really much more excitement and joy in doing it this way,
and it comes with a "bonus": personal pride. 

Just trying to preserve the ideals we came out of the mundane world to find.
