Unless everyone makes insignia for Cranes and Thistles because 
they're familiar and easy.  Fewer people donate garters for Stars and 
Centurions or Centurion cloaks.  There are always fewer insignia for 
the lesser known awards like Comets, Compass Rose, Rising Star.
