It's not the SCA's or Janet's rule about the forge, but TRF management's.
They have a specific rule in the contract forbidding any kind of open fire
on the grounds, probably has something to do with liability or fire
insurance.   They won't even let us bring a bbq pit for after hours feast.
They do allow Coleman stoves and lanterns, though, and I don't see why
a gas fired forge is any different as long as access by the patrons is
completely blocked (You notice that the blacksmith's shop has the forge
completely surrounded by unflammables and barricades).   To set up
a forge at the fair, all that is really required is to approach Mary in the
TRF office with written plans showing the setup and game plan and to
talk to her yourself, in person, so she can see what she is dealing with.
She then has to take the plans before a "jury" of managers to get approval.
The best time to do this is in Feb - June, not a few days before the fair
opens and definitely not after the fair opens.   They do not allow any
new construction projects to start within 1 month of opening day.
It is also a good idea to coordinate some space with the SCA liaison
beforehand.   I hope this helps, and I hope you can get approval for
next year at least.   You can still try for this year, after all anything is
possible.    Mary is really a very helpful person when it comes to adding
interesting and entertaining things to the fair.    Good luck!
