Part of the problem is also the cost of putting things in the Black Star.

Assuming the cost problem is solved, the difference in content is easily
solved by communication between the two.  Best of all would be to have
specific position-dependent duties.  Have the person in charge of the Black
Star also be in charge of content on the Kingdom Web site.  (It can very
logically be argued that the content of the site is a form of Kingdom
publication.)  Or have the person in charge of content on the web site be a
deputy to the person who runs the Black Star.  Or at least have some kind of
liason between them - someone who has the understood duty of making sure that
content on one is mirrored to the other.  Should be no big problem.

This I think is logically a Chronicler function.
