Best of all would be to have specific position-dependent duties. Have the
person in charge of the Black Star also be in charge of content on the
Kingdom Web site. (It can very logically be argued that the content of the
site is a form of Kingdom publication.) Or have the person in charge of
content on the web site be a deputy to the person who runs the Black Star.

This I think is logically a Chronicler function.

In response.. there is already a link between the Chroniclers office and
the Electronic deputies (see Virtual Scribe, back of BlackStar under Deputy
Chroniclers). This was done to validate that information posted on web
sites about and for the SCA, meets publication criteria and copyright
issues. How functional that link is today, you will have to ask the
Kingdom Chronicler and Virtual Scribe.

Also, since the thread seems to be suggesting that the BlackStar should be
duplicated onto a web page... a thought that I think is valid, in part,...
we must remember that not everyone has web or e-mail access. For all
members to have an 'equal' opportunity to know about or comment on
information, the printed format must still prevail for communication to all
the members.
