I can answer from my experiences in other Kingdoms.

When I was Queen of Caid I was given a big stack of promisories to hand out 
as part of the regalia.  These were scrolls copied onto nice parchment like 
paper in varying colors.  The trend then was (this was in the 80's) to have 
the recipient go to the scribe of their choice, or wait for one assigned 
from the college.  Eventually and always much later, you would be called 
upon to sign an original scroll from your reign, and these were always 
presented again in court by the current royalty so that the artisan could be 
honored as well.

When I was Queen of Atenveldt (this was in the 90's) *L*, it was similar 
except that original scrolls were made for each reign, for each award, and 
then color copied and given out as promisories.  This was prettier and more 
fun for the monarchs.

In Atenveldt there have been a few Crowns who chose to give out only 
original scrolls, and I can only imagine the amount of hours involved.

I have seen back logs of months and in some cases years in both of those 
Kingdoms, but I know that time and time again the scribes would produce 
beautiful works and challenge each other, and teach new artisans, and it 
would eventually get caught up.

During both my reigns, there were times (especially during a peerage) when a 
particular artisan made an original scroll for the occaision, that was 
always very well received by everyone.

Since during both my reigns we were very generous with awards, I cant 
imagine how exhausted the scribes would be, and imagining each reign 
following if we all just used originals, wow....!
