It's a weird synthesis of Louisiana, particularly New Orleanian, culture. On
the one hand alcohol is treated as not being a very big deal, it was easy to
get liquor as a minor (as it is in Europe), when I was kid. But it was not
big deal, so getting wasted wasn't a big deal and drinking was not seen as a
big problem. (Not so for the tourists New Orleans gets, however.) The
Federal government clamped down tighter during Regan's presidency, though,
and the culture is beginning to change such that it would appear that more
drinking problems are arising in Louisiana than was prevalent before,
especially among minors, since it's harder to get booze it's a "big deal" to
get booze.

One note is that for the drive through Daiquiri stores (and one should note
that Texas has drive through liquor stores), there is still an open
container law for drivers in Louisiana. So, presumably, you drive through to
get your daiquiri, but can't drink it (even putting a straw into the
container is opening it.) Not that that will stop people, mind you.
