ANST - Included text of past messages

Greetings Pug and list,
Othar here.

Has the filter that kept out messages that included all of the previous 
posts been removed?  It seems of late that a great many replies have 
only a line or two of new material and then the ENTIRE (or mostly 
entire) reposting of an original message.  I seemed to remember that 
some kind automatic system had been enacted to cull out these bandwidth 
fillers.
