Another thing to think about is what to do when the event comes and the
individual you have recommended is not there.  Sometimes it is easy to know
that the crown wanted to give the award because the name is called in court,
but often the crown knows who is not there before court  so you are not
really sure.  

In either instance, if the award is not give in their absence, I would
resubmit the recommendation as soon as possible telling the crown where the
individual will be next.  If they had intended to grant the award they will
have the chance to get a scroll prepared, if they had not than maybe your
re-submittal will change their minds.
