question ... which is more important, honoring the person's accomplishments 
(whether of not they are there) or the "theater" of the presentation of trhe 
trappings of that award ???? 

if they are not present that that particular event, what's the problem with 
simply announcing the award and then holding the trappings of that award unitil 
the next event where they are present to physically receive them?

wasn't it often a period practice to select the candidate and proclaim the 
award seperate from the actual investment of that awards physical trappings 
???.  in many cases this would be a lot better for the recipient in that it 
would give them a chance to make whatever physical / emotional / theatric 
preparations that are personally necessary for them ... not to mention that 
many people don't like being surprised / flustered with such things.  
seperating investment from announcment would also more likely insure that 
people would be there to receive the physical awards.

might add a bit more ritual to the award system, while emoving some of the more 
negative "merit badge" connotations that have grown up over the years.
