How do you propose to get such a law passed over the objections of "His Majesty, Superduke"? If the King's word is law, and the King controls who wins crown, the only place such a rule could effectively come from IS the BOD.
I know its not a problem in Ansteorra (by the way, what is the point of Ducal prerogitive in Crown Tourney?) but for a BOD ruling to affect one kingdom it would have to apply equally to ALL kingdoms, unless, as someone suggested, there is a trigger clause which causes it to take effect in certain specific situations, regardless of the kingdom in which the situation arises. Just because it's never been a problem in Ansteorra, doesn't mean it could never be a problem in the future.
