What about allowing for some sort of popular referendum on the
issue at the Kingdom? That way a Kindgom could implement this, even
over the objections of the 'Tyrants', but other Kingdoms would 
be free to reject the notion or perhaps never even bring it up at 
all. 

An alternative solution might be to put more restrictions on the Crown's 
running of Crown tournament...it's the Kingdom's tournament, not the Crown's
plaything...eliminate the arbitrary exclusion or participants by the crown
only...enforce random pairings...etc.
