ANST - limits on reigns

Actually it would have from my reading of the wording in the original
proposal. It did not matter who won the list, the King/Queen could not
enter into consideration until the alloted time. I went back to check
this because I was going to make the point that consorts could come
up every other time since they never fought, but it did not say Soverign
nor Consort, it said King/Queen no matter who was fighting.

I think that it should be better clarified if such a proposal were to
be proposed to ensure that it does not just affect the person doing the
fighting since it may not be them that is the concern that is trying to
be addressed.
