I love it when people paint period with a brush the size of Russia.
Theocratic monarchies did exist in the medieval period but they 
were by no means the majority.  Most period rulers did not rule by
true divine right, they were not considered God on Earth and therefore
weren't considered infallabile.  They did exist especially before the 
Gregorian Revolution but by no means should you be making such a blanket
statement.

It is more accurate to make the statement about the pope than period
kings.
